During the meeting, board members reviewed district updates, discussed current challenges, and looked ahead to plan for the future.
Beginning the USD 323 board meeting was the topic of attendance at Rock Creek High School. Although attendance at the high school dipped below the projections, principal Eric Koppes noted how the numbers remain higher than last year’s total, showing the continued improvement overall.
A major topic of discussion was the district exploring the option to refinance existing bonds from 2018 in order to take advantage of lower interest rates. Some of these bonds are callable, and can be paid off early and replaced with new bonds at a cheaper rate. If the district moves forward with this idea, they could save money on interest over the next ten years and potentially help manage the budget without increasing property taxes. They are closely monitoring the market before making a final decision.
The meeting also addressed the middle schools Heating, Ventilation, and Air Conditioning (HVAC) system, which included a Variable Air Volume (VAV) system which will cost around 2,923,770 million and individual heat pumps which would cost about 2,623,770 million. Though the VAV system would provide better energy efficiency and larger zone control, the heat pumps would contribute better individual room control. Both systems would require significant duct work and ceiling grid replacements. The final decision will consider cost, timeliness, and long-term maintenance.
Following facility and financial updates, the board examined students performance data from recent state assessments. St. George Elementary’s results showed that around 80% of students are performing at or above grade level, which is exactly where they need to be. They also discussed the state’s recent press release about changes in the state assessments moving forward.
The next board meeting is scheduled for November 10, 2025 at 7:00 p.m. at the district office. Community members, faculty, and students are always welcome to attend.
